《通知》提出，要统筹高校毕业生就业与教师招聘，充分发挥事业单位公开招聘在促进高校毕业生就业中的重要作用，鼓励引导更多高校毕业生到基层特别是艰苦边远地区中小学幼儿园任教。各地要在省级或市级层面统一组织公开招聘工作，结合学段学位需求、学校规划布局调整、城乡地区差异、适龄人口变化等情况，科学设置招聘岗位，重点保障道德与法治、体育与健康、科学、信息科技、艺术、劳动、心理健康、特殊教育等紧缺学科师资需求。强化职教教师配备，在中等职业学校招聘教师工作中，有职业技能等级要求的岗位可适当降低或不设置学历要求。支持鼓励符合条件的退役军人到中小学任教，综合考虑服役年限等因素对退役军人相应放宽年龄限制。
《通知》要求，各地要规范招聘程序，营造公平竞争就业环境。面向社会公开发布招聘信息，不得设置歧视性、指向性及不合理的限制性条件。规范资格审查工作，严格按照有关政策规定和招聘公告明确的资格条件进行审查，不得进行“简历筛选”。严格落实师德师风第一标准，把入职前准入查询工作作为必要环节。
